Most sites treat both as one contact form, so the wedding enquiry arrives with as little information as the sandwich order and the quote takes three emails to start. The work is the same either way; the website decides how much of it happens before you pick up the phone.

Holiday parties and year-end events are planned on a predictable calendar. A short campaign timed to when those budgets are set is worth more than steady spend all year.
